Yksinkertaistettu hankinta on lain nopea, kevyt kilpailullinen menettely sopimuksille, jotka ovat liian pieniä täysimittaiseen hankintaan mutta liian suuria myönnettäväksi ilman kilpailua. Se on määritelty Article 1(28):ssa ja sitä säätelee Article 14. Tärkeää ymmärtää vuonna 2026 on, että sotatilalain aikana se ei ole tavallinen alarajan alittava reitti — Особливості korvasivat sen löysemmällä ratkaisulla.

The threshold band

Article 1(28) of Law 922-VIII defines simplified procurement as the acquisition of goods, works or services whose value is at or above 50,000 UAH and below the value set in Article 3. That produces a band: for ordinary buyers, from 50,000 UAH up to 200,000 UAH for goods and services and up to 1.5 million UAH for works; for utility-sector buyers under Article 2(1)(4), from 50,000 UAH up to 1 million UAH and 5 million UAH respectively.

Below 50,000 UAH, Article 3(3) requires only that the buyer respects the Law's principles. It may use the electronic system, including electronic catalogues, but if it contracts outside the system it must publish a report on the contract, listing the date and number, the buyer, the supplier and its identification code, the subject, quantity, place and delivery period, and the price and performance period.

Article 3(7) also allows a buyer to skip the simplified procedure inside the band in defined cases — for instance where simplified procurement has been cancelled twice for lack of participants, provided the subject, its technical and quality characteristics and the requirements on participants are unchanged from the cancelled announcement.

How Article 14 works

Simplified procurement runs with an electronic auction under Article 30. The stages are fixed: publication of the announcement; a period for clarifying the information in it; submission of proposals; the auction; review of the proposal against the announcement and the requirements on the subject; determination of the winner and conclusion of the contract; and publication of the report under Article 19.

The timings are short. The clarification period must be at least three working days from publication. The proposal submission period must then be at least two working days from the end of that clarification period. If the buyer amends the announcement, it must extend the submission period by at least two working days. Questions asked during the clarification period must be answered within one working day of publication, and the questions themselves appear in the system without identifying who asked.

The announcement must state 13 items, including the technical, quality and other characteristics of the subject, the quantity and place of delivery, payment terms, the expected value, the evaluation criteria and their weights, any bid or performance security, and the minimum auction step — between 0.5 and 3 per cent of the expected value, or a cash figure.

At least two proposals are needed for the auction to run. If only one is submitted, the system moves straight to reviewing it against the announcement. Review of the most economically advantageous proposal must not exceed five working days from the end of the auction. Each participant may submit only one proposal per lot, may amend or withdraw it before the deadline without losing its bid security, and late proposals are not accepted by the system.

Why you rarely see it right now

During martial law the Особливості approved by Resolution 1178 supply their own below-threshold rule. Point 11 provides that for purchases below the point 10 trigger values, buyers may use the electronic system, including the electronic catalogue, on terms set by the system administrator; where they buy without the system, they must observe the Law's principles, enter the purchase in the annual plan and publish a report on a contract concluded outside the electronic system, including the supplier's ultimate beneficial owners. There is no obligation to run the Article 14 auction.

The Особливості also disapply simplified procurement expressly in a long list of special cases — humanitarian, defence, reserve-fund and critical-infrastructure purchases are made "without applying the procurement procedures or simplified procurements defined by the Law and these Особливості". Conversely, a narrow set of purchases is directed into simplified procurement: point 9 routes procurement for the Kyiv independent backup power supply experimental project through simplified procurement under the Law regardless of value.

From 1 September 2026, Resolution No. 957 of 15 July 2026 raises the point 10 and point 11 boundary to 200,000 UAH for goods and services and 1.5 million UAH for works — the same figures as Article 3. That aligns the martial-law below-threshold zone with the Law's simplified-procurement band, though it does not by itself restore the Article 14 procedure as the mandatory route.

What to do about it

Do not build a pipeline strategy around simplified procurement while the Особливості are in force. In the 50,000 UAH to threshold band a buyer today may run a competitive process in the system, buy through the electronic catalogue, or contract directly and publish a report — and the third option is common.

Instead, get qualified into the electronic catalogue if your goods are catalogue-suitable. That is the one below-threshold channel where you are notified automatically when a buyer asks for offers, rather than having to find the opportunity yourself.

And watch the reports. Contracts concluded without the electronic system are still published, with supplier name, subject, quantity, place and price. For a supplier assessing a market, that report stream is the most reliable picture of who is actually buying below the threshold and at what price.
