PLACSP — Платформа за обществени поръчки (Испания)
PLACSP е държавната електронна платформа, в която испанските възложители публикуват своя профил на възложителя (perfil de contratante). Всеки възлагащ орган от държавния публичен сектор е длъжен да поддържа своя профил там и никъде другаде, а всяка автономна общност трябва да внася в нея своите обяви и резултати. Това е най-близкото до единен национален поток от търгове в Испания — но платформата е услуга за хостинг и агрегация, а не пълен архив на всички регионални файлове.
What PLACSP is
The Plataforma de Contratación del Sector Público is the electronic platform that the Dirección General del Patrimonio del Estado, within the Ministerio de Hacienda y Función Pública, makes available to all public sector contracting bodies so they can disseminate their perfil de contratante over the internet (art. 347.1 of Ley 9/2017, the LCSP). Access for bidders is through a single portal, information is published in open and reusable standards, and the platform carries a time-stamping system that proves when each item first became public (arts. 347.4, 347.6 and 347.8).
It is not a regulator and it does not run procurements. It hosts profiles, indexes what is published in them, and provides the electronic tools through which offers are submitted to bodies that use it.
Who has to publish there
Article 347.2 obliges every contracting body in the state public sector to host its perfil de contratante in PLACSP, to manage and disseminate it exclusively through the platform, and to place a link to that profile on its institutional website.
Autonomous communities are treated differently. Under art. 347.3 a community may set up its own similar information service; if it does, its own contracting bodies and all its dependent entities must host their profiles there exclusively, and that service becomes the single access point for the region. Communities that choose not to set one up host directly in PLACSP. Catalonia, the Basque Country, Madrid, Galicia, Navarre, Andalusia and La Rioja are among those running separate platforms; Castilla-La Mancha, Valencia, the Balearics, Extremadura, Cantabria, Aragón, Castilla y León, the Canaries, Murcia, Asturias, Ceuta and Melilla appear in PLACSP's own directory as hosting profiles inside the platform. Local authorities choose between their regional service and PLACSP — the words "de forma excluyente y exclusiva", which forced a single choice, were declared unconstitutional and void by Constitutional Court judgment 68/2021.
What it does and does not carry
Whichever route a community takes, the third paragraph of art. 347.3 requires it to publish "la convocatoria de todas las licitaciones y sus resultados" in PLACSP, directly or by interconnection with electronic aggregation. In law, therefore, PLACSP should be complete for calls and outcomes.
Two qualifications matter in practice. First, the duty covers the call and the result, not the whole file. The tender documents, the actas de la mesa de contratación, the evaluation reports and the modification notices required by art. 63 sit in the perfil de contratante itself, which for a regional or local buyer is often the regional platform. Second, where the aggregated record and the community's own service disagree, art. 347.3 says the community's record prevails — the regional platform, not PLACSP, is the authoritative copy.
The platform's own open data reflects the split. It publishes tenders held in profiles hosted inside PLACSP as one dataset and "Licitaciones publicadas en la Plataforma mediante mecanismos de agregación" as a separate one, alongside datasets for contratos menores and for the hosted profiles themselves.
Publication there is what gives an act effect
Article 347.5 states that publishing notices and other contract information in a perfil de contratante produces the effects foreseen in the Law only when the profile is hosted in PLACSP, or in a regional service that complies with art. 347.3. The sanction is severe: failure to publish the tender notice in a profile hosted on PLACSP or an equivalent regional service, or in the Official Journal of the EU where that is required, is a ground of full nullity under art. 39.2.c.
For a bidder this converts PLACSP from a convenience into a clock. Deadlines for the special procurement appeal run from the day after publication in the perfil (art. 50.1), and for contracts not subject to harmonised regulation the minimum period for offers runs from publication in the perfil (art. 156.6).
Bidding through the platform
Where a buyer runs the procedure on PLACSP, registering as an economic operator on the platform is a precondition for submitting anything: you complete your basic and additional company data, then use the platform's offer preparation and submission tool, which assembles the electronic envelopes defined in the pliegos.
One mechanic catches newcomers. Under DA 16.1.h) LCSP an offer may be sent in two phases — first the electronic fingerprint (huella electrónica), whose receipt counts as submission for all purposes, and then the offer itself within a maximum of 24 hours. If the second transmission is not made in time, the offer is treated as withdrawn. Always read the submission receipt to see whether what you filed was the full offer or only the fingerprint.
What to do about it
Register on PLACSP early — the account, the certificate and the representative's powers are the slow part, not the bid. Set up subscriptions on the CPV codes and contracting bodies you care about, but do not treat PLACSP alerts as full coverage: if your market sits in Catalonia, the Basque Country, Madrid, Andalusia, Galicia, Navarre or La Rioja, watch the regional platform as well, because it holds the documents and it is the record that legally prevails. When you find an opportunity through aggregation, open the originating profile before you calculate any deadline.
