TVEC — Tienda Virtual del Estado Colombiano

The Tienda Virtual del Estado Colombiano is the catalogue storefront where Colombian public bodies place orders under national framework agreements. It is legally part of SECOP but runs on separate software at colombiacompra.coupahost.com with its own credentials. You cannot bid your way in from the Tienda — you win a place on the framework first, in SECOP II.

What the Tienda is

Colombia Compra Eficiente's glossary defines the Tienda Virtual del Estado Colombiano as "the SECOP application that Colombia Compra Eficiente has made available to Buying Entities and to Suppliers, through which the transactions of the demand-aggregation instrument must be made".

Its own landing page is more concrete. The Tienda is "the transactional platform through which buying entities acquire": goods and services through Acuerdos Marco de Precios — long-term contracts fixing conditions, prices and pre-qualified suppliers so that entities can buy from a catalogue; goods and services through Instrumentos de Agregación de Demanda, which pool the needs of several entities to obtain volume pricing; and goods in the mínima cuantía band from grandes superficies, the simplified route for low-value purchases from large retailers.

It runs at `colombiacompra.coupahost.com`. That is a different application from SECOP II, with its own registration, its own password recovery and its own outage certificates. Colombia Compra Eficiente publishes a separate registration guide for Tienda users.

Why it matters that buying there is compulsory

Article 2.2.1.2.1.2.7 of Decreto 1082 de 2015 states that State Entities subject to the Estatuto General de Contratación are obliged to acquire uniform and non-uniform goods and services of common use through the Acuerdos Marco de Precios designed, organised and concluded by Colombia Compra Eficiente. Article 2.2.1.2.1.2.9 goes further: the entity must, during planning, check whether a live framework covers its need, and if the catalogue contains the good or service, it is obliged to adhere to the framework and then place the corresponding orden de compra.

The practical effect is that whole categories of demand never reach an open tender. If your product sits inside a live Acuerdo Marco, the buyers you are chasing are not allowed to run their own competition for it.

How an order works

Under article 2 of Ley 1150 de 2007, as amended, a framework fixes the conditions of supply for a period, and entities that adhere to it may then acquire by direct purchase order; between each ordering entity and the supplier, that order constitutes a contract on the terms of the framework. Article 2.2.1.2.1.2.9 of Decreto 1082 adds that entities must not require the standard guarantees on orders derived from a framework, unless the framework itself says otherwise.

Some categories operate through a solicitud de cotización inside the Tienda — a mini-competition among listed suppliers — rather than a straight catalogue pick. Read the operating rules of the specific framework: they, not the general regulation, govern how orders are allocated.

How a supplier gets in

You do not apply to the Tienda. You win a place on a framework.

Article 2.2.1.2.1.2.10 of Decreto 1082 de 2015 puts the design and organisation of framework procurements on Colombia Compra Eficiente itself, using whichever selection modality corresponds, based on sector analysis. Those procurements are ordinary Procesos de Contratación: they are published, they have pliegos, they close, and they are awarded. Article 2.2.1.2.1.2.8 requires Colombia Compra Eficiente to run them periodically based on the goods and services appearing in entities' Planes Anuales de Adquisiciones, and allows entities to ask the agency to design a framework for a given category.

So the sequence for a supplier is: watch for the framework procurement, bid it in the ordinary way, and only then obtain a Tienda account through which orders arrive.

What to do about it

Start by checking whether a live framework already covers what you sell. Colombia Compra Eficiente publishes the list of frameworks and demand-aggregation instruments in operation, organised by category, on the Tienda's own page, along with a periodically updated catalogue booklet. If one exists, the question is when it expires and is re-tendered — that date, not any individual buyer's budget cycle, is your entry point.

Second, read the framework's rules before you cost your offer. Whether orders arrive automatically, by lowest catalogue price, or through a quotation request changes the economics entirely, as does the treatment of the AIU percentage in the order value.

Third, keep the two sets of credentials separate and both alive. A supplier that is registered in SECOP II but has let its Tienda account lapse can win a framework and then be unable to receive orders under it.
