Procurement Unit (Ministry of Finance) — Belize

Advisory unit in the Ministry of Finance that develops procurement policy, reviews procurements above BZ$50,000, manages SmartStream vendor records, and coordinates SOPs and SBDs.

Role and functions

The Procurement Unit, operating under the Ministry of Finance, advises government bodies on procurement policy, develops Standard Operating Procedures and Standard Bidding Documents, and reviews procurement processes. For contracts exceeding BZ$50,000 the Unit reviews the procurement process for adherence to legislation and forwards recommendations to the Financial Secretary; such awards are then reviewed by the Office of the Contractor General for procedural compliance.

Distinction from other bodies

The Unit is an advisory and administrative office focused on policy enforcement, capacity building, vendor management and collection of procurement statistics. The Office of the Contractor General performs a separate review of procedural compliance on awards rather than routine policy development or vendor database administration.

Practical consequence for suppliers

The Unit is responsible for registration and management of vendors in the SmartStream accounting system. Suppliers should coordinate with the procuring entity to submit any required Vendor Authorization Forms and supporting documents so records can be added or updated in SmartStream for payment.
