What the Office is

The Urząd Zamówień Publicznych — the Public Procurement Office — is the Polish state body responsible for the procurement system as a whole. It sits at ul. Postępu 17A in Warsaw and publishes through gov.pl/web/uzp. Its head, the Prezes Urzędu Zamówień Publicznych, holds the statutory functions; the Office is the apparatus that carries them out.

The Prezes's statutory tasks

Art. 469 of Prawo zamówień publicznych sets out a long list of duties. The ones a supplier will actually feel are these.

Publishing the Bulletin. The Prezes issues the electronic Biuletyn Zamówień Publicznych, the register where all below-EU-threshold notices appear.

Running the digital infrastructure. The Office oversees the informatisation of the procurement system, which in practice means Platforma e-Zamówienia, built and operated with the Ministry of Digitalisation.

Model documents. The Prezes prepares sample contracts, regulations and other procurement documents, and publishes examples of contract provisions that may conflict with art. 433 — the provision restricting abusive clauses. If you think a draft contract in a specification is unbalanced, the Office's published examples are the reference point a Polish lawyer will reach for first.

Consistency of interpretation. The Prezes works towards uniform application of the rules, including by disseminating case law, and issues opinions and recommendations. These are not binding on a contracting authority, but they are what buyers cite when defending a position and what you can cite when challenging one.

Monitoring and control. The Office monitors compliance with the rules and controls procedures. It also analyses how the system functions and reports on the market.

Information services and education. The Office provides guidance by telephone and electronic means, and runs training through the Akademia Zakupów Publicznych, an eLearning platform and a legal commentary service. These are Polish-language, but they are free and they are the regulator's own reading of the Act.

Appeals infrastructure. The Prezes maintains the organisational support for the remedies system and proposes candidates for the leadership of the Krajowa Izba Odwoławcza.

What UZP does to you, and what it does not

The Office is not your route to overturn a decision. The Krajowa Izba Odwoławcza hears appeals and rules on them; it is presented within the Office's web structure and the Prezes proposes candidates for its leadership, but it is the Chamber that decides a case. Nothing in art. 469 gives a supplier a right to have a procedure stopped because it wrote to the Prezes.

This is the single most expensive misunderstanding available in this market. Appeal deadlines under art. 515 run in days — five or ten below the EU thresholds. A letter to UZP does not pause them. If you spend a week corresponding with the regulator about a specification you consider unlawful, your right to challenge it may simply expire while you wait for a reply.

What the Office can do is systemic. Its control function can examine a procedure. Its published opinions can change how buyers behave in a class of cases. Its threshold announcements and its EU-threshold conversion tables are the authoritative figures — the 2026–2027 złoty equivalents were published on the basis of a rate of 4,31 zł to the euro. And its market reports are the only official statistics on Polish procurement.

What to do about it

Use UZP as a source, not as a remedy.

Read the Office's announcements on thresholds before you calculate whether a contract is above or below the line; it publishes both the national figure and the EU equivalents, and it announced the rise to 170 000 zł from 1 January 2026 with the Dziennik Ustaw reference.

When a draft contract in a specification looks one-sided, check it against the Office's published examples of clauses that may breach art. 433 before you decide whether to bid, price the risk, or challenge.

When you disagree with something a buyer has done, decide immediately whether it is worth an odwołanie and file within the art. 515 deadline. Raise it with UZP as well if you wish — but never instead.
