Standing offer and supply arrangement — Canada

Canadian federal standing offers and supply arrangements organise future purchasing, but they are different tools and do not themselves guarantee orders.

Standing offer

A standing offer sets out terms under which a supplier is prepared to provide goods or services when required. A buyer issues a call-up in accordance with the arrangement when a need arises.

Supply arrangement

A supply arrangement establishes a pool of qualified suppliers and terms for future procurement. A buyer defines the specific requirement and follows the applicable selection process for a resulting contract.

Why the distinction matters

For a supplier, qualification or inclusion is not the same as winning a purchase. Read the scope, participating buyers, pricing rules and the method for placing work. Do not translate both tools simply as “framework agreement” and assume the same call-off rules. The applicable arrangement and its documents determine how a particular purchase is made.
