Win-thema

Een win-thema is een korte, herhaalde bewering die iets wat de inkoper nodig heeft koppelt aan iets dat u aanbiedt en dat uw realistische concurrenten niet hebben, onderbouwd met bewijs en geformuleerd als een voordeel voor de inkoper. Het is geen kenmerk, geen waarde en geen slagzin. Drie of vier daarvan lopen door een hele offerte zodat een beoordelaar in elk onderdeel tot dezelfde conclusie komt.

Most losing proposals are not badly written. They are accurate, complete descriptions of a supplier, submitted to a buyer who was looking for a description of a solution to their problem. A win theme is the device that converts one into the other.

The four parts

A theme that works has all four of these, and a theme missing any one of them is something else:

De behoefte van de inkoper, in de woorden van de inkoper, en bij voorkeur gekoppeld aan een criterium dat zij zullen scoren. Niet „klanten willen betrouwbaarheid" maar het specifieke uitvalmoment, kostenprobleem, wettelijke deadline of dienstfalen dat deze inkoper probeert op te lossen.

Een onderscheidend element — iets dat u aanbiedt en dat de bedrijven die realistisch bieden niet hebben. De toets is scherp: zou een concurrent hun naam bovenaan die zin kunnen zetten en deze ongewijzigd indienen? Zo ja, het is geen onderscheidend element. "Ervaren team", "ISO 27001-gecertificeerd", "klantgericht" falen allemaal voor deze toets, omdat iedereen op de shortlist ze zal claimen.

Bewijs. Een genoemd referentiecontract, een gemeten resultaat, een certificering die specifiek genoeg is om er toe te doen, een genoemde persoon met genoemde kwalificaties, een garantie in de prijs opgenomen. Een bewering zonder bijgevoegd bewijs wordt als een bewering beoordeeld.

Het voordeel, geformuleerd als de uitkomst voor de inkoper. Niet wat uw kenmerk is, maar wat het voor hen wegneemt of oplevert: vermeden downtime, een nageleefde deadline, een verlaagde kostenpost, een risico dat zij niet langer dragen.

Why it must attach to the scoring

Evaluators do not award marks for being impressive in general. They award marks against published criteria, and increasingly they must show their work.

In US federal solicitations, FAR 15.204-5(c) requires Section M to identify all significant evaluation factors and subfactors and their relative importance, while Section L (15.204-5(b)) carries the instructions for preparing the response. Under the UK Procurement Act 2023, a contracting authority must set award criteria, describe how tenders will be assessed and indicate the relative importance of each criterion; after assessment, and before publishing the contract award notice, it must give each supplier that submitted an assessed tender an assessment summary under section 50 — a document explaining how that tender was assessed against each award criterion.

The practical consequence is that a beautifully argued theme aimed at something the buyer is not scoring earns nothing, and shows up as a low score with a bland explanation in the feedback you receive afterwards. Map every theme to a criterion and a weighting before you write a word.

How a theme differs from a feature list

A feature list is supplier-centred and additive: here is what we have, here is more of it. A theme is buyer-centred and selective: here is the one thing about this contract that will go wrong, here is why it will not go wrong with us, here is the evidence, here is what that is worth to you.

Compare. Feature: "We operate a 24/7 service desk with 200 staff and hold ISO 27001." Theme: "Your current service failed twice during the winter peak. We staff a dedicated seasonal surge rota, which held response times below target through the last two winters on [named contract] — so your peak is covered by rostered people, not by overtime requests."

The second is falsifiable, specific to this buyer, and hard for a competitor to copy without doing the same thing.

Threading

Themes are not confined to the executive summary. A theme should appear in the summary as a statement, in the introduction of each relevant response section as the frame for that answer, and in the body of that section as evidence. Repetition across sections is deliberate: evaluators often read only their assigned section, and each must arrive at the same conclusion independently.

Three or four themes is the working limit. A proposal with eleven themes has none, because nothing is emphasised.

What to do about it

Draft your themes at the end of capture, before the response outline exists, and test each against the four parts. Delete any theme that survives the competitor-name substitution test. For each theme, name the proof you will cite and check the reference is still willing and the number is still true — chasing evidence in the final week is how themes quietly become adjectives.

Then hand the themes, the criteria and the weightings to every author, and require each section to state which theme it carries. At review, one of the questions asked of the draft should be simply: which theme does this page advance, and where is the proof.

A note on the term

"Win-thema" is professionele terminologie, geen gereguleerde of gestandaardiseerde term. De definitie staat beschreven in commerciële offertemetodologieën en in de betaalde materialen van beroepsorganisaties; de hierboven gegeven vierdelige structuur is de veelgebruikt gedeelde versie in plaats van een gezaghebbende. Wat gezaghebbend is, is de omliggende verplichting — dat inkopers criteria en wegingsfactoren publiceren en tegen die criteria evalueren.
