DCE — Dossier de consultation des entreprises
The DCE is the document pack explaining a French public contract, how to respond and the terms on which it will be performed.
What the pack contains
A dossier de consultation des entreprises brings together documents with different jobs. The règlement de consultation explains the competition. The CCAP addresses administrative contract conditions; the CCTP sets out technical requirements. Pricing may use a bordereau des prix unitaires, and the pack may include an acte d’engagement and candidature forms.
How to read it
Start with the response instructions, then check that the technical solution, price schedules and contractual commitments agree. Use the document list supplied by the buyer: the exact composition varies with the procurement.
A common mistake
Treating the notice or the technical specification as the entire invitation misses other obligations. A price that matches the CCTP can still be submitted in the wrong format or without the documents requested in the RC. Keep the latest amendments together with the original pack.
