MAPA — Marché à procédure adaptée
A MAPA is a French public contract awarded through an adapted procedure, with arrangements determined within the applicable procurement rules.
What “adapted” means
The buyer has more flexibility in organising the competition than under a formalised procedure. The applicable route depends on the estimated value and the nature of the contract. Flexibility does not remove the principles governing public procurement.
What a supplier should read
The consultation documents establish how to respond, how offers are assessed and whether negotiation is contemplated. Do not assume that a discussion or a revised price will be permitted simply because the notice says MAPA.
Different from a direct purchase
A MAPA should not be read as a blanket exemption from advertising or competition. French guidance treats contracts without prior publicity or competition, adapted procedures and formalised procedures separately. Use the current official guidance for thresholds: a figure without its date, contract type and calculation basis can point to the wrong route.
