Public Procurement Authority (PPA Ghana)

Public Procurement Authority (PPA Ghana) — the statutory regulator established by the Public Procurement Act, responsible for setting rules, supervising and reporting on public procurement in Ghana.

Role and mandate

The Public Procurement Authority (PPA) is established under the Public Procurement Act, 2003 (Act 663). The Authority develops procurement rules, instructions and standard formats; monitors and supervises public procurement; assesses operations and presents reports to the Minister; and facilitates training and capacity development.

Distinction from contracting authorities

PPA has the right to obtain procurement information from contracting authorities. It maintains a register of procurement entities and members/secretaries of tender committees and organises or participates in complaints and administrative review procedures provided under the law.

Practical consequence for suppliers

PPA is required to publish a monthly public procurement Bulletin and to maintain a database of suppliers, contractors and consultants. Suppliers and public entities consult the PPA registers and bulletin for procurement notices and contract award information (transactional eGP activity appears on the PPA’s GHANEPS pages).
