Public Procurement Regulatory Authority (PPRA) — Tanzania
Public Procurement Regulatory Authority (PPRA), Tanzania: the statutory regulator that issues procurement standards, operates the NeST e‑procurement services and monitors compliance of procuring entities.
Role and mandate
The Public Procurement Regulatory Authority (PPRA) was established by the Public Procurement Act and is mandated to set procurement standards, issue guidelines and monitor compliance by procuring entities. The Authority also provides services identified on its website, including NeST and capacity‑building.
Distinction from the Appeals Authority
The Public Procurement Appeals Authority is a separate statutory body that adjudicates complaints and appeals under the Act; PPRA does not perform formal appeals or judicial review functions but may investigate and recommend action under its mandate.
Practical consequence for a supplier
Suppliers must follow PPRA standards and any e‑procurement requirements a procuring entity applies; specific registration on NeST is required for common‑use items where the Authority’s guide applies. Firms can be suspended or debarred and listed publicly under provisions in the Act.
