ETP — Estudo Técnico Preliminar
An Estudo Técnico Preliminar is a Brazilian procurement planning study that examines the public need and the solution before the detailed contracting documents are developed.
What the study is for
The ETP supports the decision about whether and how a proposed procurement should proceed. It connects the problem to the assessment of available solutions and helps establish the basis for later documents such as a termo de referência or projeto básico.
Why suppliers should read it
Where available, the study helps explain the buyer’s objectives and assumptions. It can reveal why a requirement has been structured in a particular way. Use it to understand the context, while checking the binding response requirements in the actual competition documents.
Different from the final specification
An ETP is not the supplier’s offer and should not be treated as a replacement for the technical specification. The federal rules governing ETP preparation have their own scope; the presence of a planning study does not make every recorded option the final requirement.
