PNCP — Portal Nacional de Contratações Públicas
PNCP is Brazil’s national public procurement publication portal under Lei 14.133/2021. It centralises the disclosures required by that law.
Its role
PNCP is the national transparency layer for procurement information. It brings together records and documents published by public bodies under the new procurement law. It should not be confused with the purchasing organisation or with the operational platform used to conduct every competition.
Using a PNCP record
Identify the buyer, procurement reference, documents and links to the responsible system. Check the latest version of the notice and the instructions for participation before preparing an offer.
Publication is not submission
Seeing a procurement on PNCP does not establish that a proposal can be submitted through PNCP itself. The transaction can take place in the system identified by the buyer. Treat publication, supplier registration, bidding and contract disclosure as related stages with potentially different destinations.
