Document unique de marché européen (DUME) — European Single Procurement Document, Luxembourg
An electronic self-declaration used in Luxembourg public procurement, based on the EU model, that replaces certain public certificates to attest exclusion and selection compliance.
What it is
The Document unique de marché européen (DUME) is an electronic self‑declaration provided under article 72 of Luxembourg’s public procurement law and based on the European Commission model. It serves as an updated a priori declaration in lieu of certificates, by which an economic operator affirms it is not in exclusion situations, meets selection criteria and identifies the public authority or third party competent to issue supporting documents.
How it differs from certificates
The DUME is a declaration on honour supplied only in electronic form and is not itself a certificate issued by a public authority or third party. Where a contracting authority can obtain documents by accessing a database, the DUME must contain the information and any consent required for that access; authorities may still request supporting documents.
Practical consequence for suppliers
Operators may reuse a previously submitted DUME if they confirm its information remains valid. Contracting authorities may request supporting documents at any stage and, before award, require updated justificatory documents from the selected tenderer where the law provides.
