Bid Protest Committee — Guyana

Guyana’s Bid Protest Committee is the Procurement Act’s administrative review body that records supplier complaints, conducts internal administrative review, and can suspend procurement proceedings.

Role and remit

The Bid Protest Committee is the administrative mechanism described in Guyana’s procurement guidance for handling complaints about procurement proceedings. It registers complaints and conducts administrative review of protests submitted under the Procurement Act and implementing procedures. ([1])

Distinction from other review avenues

The Committee provides an internal, administrative remedy distinct from the Public Procurement Commission’s oversight role and from external judicial review. Its remit is to resolve procurement disputes within the administrative framework set out by the Act and Regulations. ([1])

Practical consequence for suppliers

A supplier wishing to challenge a procurement decision should use the Committee’s registration and review procedures as set out in the guidance; where provided by the rules, successful administrative protests can result in remedies including suspension of procurement proceedings. ([1])
