The Association for Provision of an Information System on Public Procurement in Switzerland (Association Simap.ch) is a non-profit organisation that operates the simap.ch information system. Its General Terms and Conditions govern platform use; the Association provides publication creation, lists of invitations and awards, download functions, Q&A forums where offered, electronic tender submission, subscriptions and API/data services, and onward transmission of publication data to official bodies where specified.
Distinction from contracting authorities
The Association provides and maintains the technical platform and related services but is not a contracting authority: it states that it does not decide awards, is not a party to procurement contracts, and appeals against awards cannot be brought against the Association.
Responsibilities and user relations
Users must register and accept the GTC. The Association operates a help desk for platform functionality only, may remove unlawful content or exclude misusers, and limits its liability as stated in the GTC.
