Statens standardavtaler (SSA) — Standard contract templates (Norway)

Statens standardavtaler (SSA) are standardized contract templates published by the Norwegian DFØ for public-sector purchases of IT and most consultancy services.

What it is

These are standardized contract templates published by Direktoratet for forvaltning og økonomistyring (DFØ) on Anskaffelser.no for use in public‑sector purchases of IT and most consultancy services. The collection expressly excludes advisory services for building and construction. The SSA set groups multiple tailored agreement types (for example SSA‑K, SSA‑L, SSA‑T, SSA‑V) for different scopes such as software purchases, ongoing services, development/adaptation and maintenance.

How it differs

SSA are model contract texts and implementation tools, not procurement notices or a market‑wide procurement platform. One SSA variant, SSA‑R, is described on the DFØ page as an over‑arching frame agreement that enables call‑offs onto the individual SSA templates. The site also provides supplementary tools and guidance, including on data rights.

Practical consequence for suppliers

When a public buyer uses an SSA, suppliers should identify which variant the buyer references and review the applicable SSA annexes and data‑processor provisions referenced by the contracting authority before responding.
