SICOP — Sistema Integrado de Compras Públicas (Costa Rica)

SICOP is Costa Rica’s government e‑procurement platform where public buyers publish procurement processes and access modules for catalogues, price histories and supplier registration.

Role and functions

SICOP is the Ministry of Hacienda’s online procurement platform used by public institutions to publish and manage procurement processes. It hosts modules such as the Catálogo Bienes/Servicios, Banco de Precios and the Registro de Proveedores, and includes a supplier‑evaluation function contracting entities can use.

Distinction from oversight and analytics bodies

SICOP is the operational transactional system used by buyers to run procurement steps and keep official records. Oversight or analytics tools — for example the Observatorio de Compra Pública — reuse SICOP data but do not replace its transactional role.

Practical consequence for a supplier

A supplier must register and configure its account in SICOP to appear in the system’s provider listings; several buyers (for example IMAS) treat SICOP registration as sufficient to appear in their institutional registries. Registration makes the supplier discoverable and enables participation in catalogue and tender modules.
