Public Procurement Department (PPD) — Bahamas

The Public Procurement Department (PPD) is the statutory central agency established by the Public Procurement Act to provide procurement guidance, promote transparency, and oversee procurement policy.

Role and functions

The Public Procurement Department (PPD) was established by the Public Procurement Act and the Act assigns it functions including setting procurement policy, supporting sustainable procurement and promoting transparency, accountability and integrity. The Department’s official site lists manuals, help and how‑to resources intended to support implementation.

Distinction from procuring entities

The Act defines procuring entities (for example ministries, public bodies and town committees) separately and preserves their responsibility to carry out procurements. The PPD issues policy, oversight and guidance and may conduct centralised procurement as provided in the Act, while individual procuring entities execute procurements.

Practical consequence for suppliers

Suppliers are subject to the Act and to PPD‑issued rules and guidance. Procurement notices, manuals and portal resources are published on the Department’s portal; suppliers should follow PPD guidance and portal materials when responding to opportunities.
