Government Supplier Registration (GSR) — Singapore
Government Supplier Registration (GSR) is Singapore’s central supplier registration recording approved supply heads and financial grades; agencies may require GSR as an eligibility or evaluation criterion for tenders.
Function
GSR records suppliers’ approved supply heads and assigned financial grades for Singapore public‑sector procurements. Where a tender requires GSR, the government uses those registered supply heads and the Appendix B financial‑grade criteria in evaluating eligibility. GSR applications are submitted through GeBIZ and processed by the government’s appointed service provider, RMA Contracts Pte Ltd.
Relationship to GTP and licences
GSR is not a business licence; it does not substitute statutory business permissions. Separately, GeBIZ Trading Partner (GTP) registration creates a GeBIZ trading account; being a GTP is a prerequisite to apply for GSR but is distinct from GSR’s capability and financial assessments.
What suppliers must do
If the tender documentation states that GSR is required, applicants must meet the minimum criteria set out in Appendix B. Applicants are required to submit supporting financial statements and pay the processing fee to RMA as part of the application; approved GSR status and its validity are viewable in GeBIZ’s Supplier Directory.
