Eswatini Public Procurement Regulatory Agency (ESPPRA)
ESPPRA is Eswatini's public procurement regulator that publishes legislation, standard bidding documents, notices, and maintains review and appeals resources for national public procurement.
What it does
ESPPRA is the national procurement regulator for Eswatini, established in May 2013. The Agency publishes procurement legislation, standard bidding documents, manuals and templates, and posts procurement notices such as Invitations to Tender and Intentions to Award. It also lists suspended suppliers and maintains review and appeals resources.
Distinction from procuring entities
The Agency's website hosts a Procuring Entity Directory and procurement plans; however procuring entities issue individual tenders and awards. ESPPRA issues circulars and guidance but does not act as the contracting procuring entity for tenders published by those entities.
Practical consequence for a supplier
Suppliers should consult ESPPRA for official SBDs, procurement notices, published intentions to award and decisions affecting eligibility or suspensions. Use the Agency site for awareness and compliance; supplier registration, prequalification, or award decisions remain controlled by the individual procuring entities.
