CIG — Kod identyfikacyjny postępowania (Włochy)

What it is for

Three separate legal chains run through the CIG.

Publication. Article 27 of the code makes the national database (BDNCP) the vehicle of legal publicity: it transmits data to the EU Publications Office and publishes under articles 84 and 85, and the legal effects of published acts run from the date of publication in the BDNCP. That publication is keyed to the procedure's identifier.

Traceability. Article 3 of legge 136/2010 requires financial flows connected to public works, services and supplies to be traceable, and the CIG is the tag those flows carry.

Contribution. ANAC's self-financing contribution is owed per procedure and, for bidders, per lot.

ANAC's FAQ is explicit on scope: a CIG must be obtained for all contracts of appalto or concession, including direct awards, in the ordinary and special sectors, of any amount, following delibera n. 261 of 20 June 2023; for cases outside or excluded from the code, delibera n. 584 of 19 December 2023 applies. The one common exception ANAC states is daily purchases under €1,500 that qualify as spese economali, which need no CIG under delibera n. 585/2023.

How it is obtained now

From 1 January 2024, when articles 19 to 31 of the code took effect, the CIG is issued by ANAC's Piattaforma Contratti Pubblici (PCP), whose services are reached by the buyer's certified piattaforma di approvvigionamento digitale (PAD) working in interoperability through the national data platform, PDND. Only platforms that have completed AGID certification and are entered in the register ANAC keeps under article 26(3) can do this; the register is public at dati.anticorruzione.it/#/regpiacert.

Two consequences follow that surprise people used to the old system:

• SmartCIG is gone. ANAC states that SmartCIG is no longer issued. Historic SmartCIGs remain consultable at smartcig.anticorruzione.it, and the RUP cannot amend them alone.
• CIGs no longer need "perfecting". For awards after 1 January 2024 the old perfezionamento step has been abolished; it survives only for CIGs taken on the legacy SIMOG system for procedures advertised by 31 December 2023.

A limited web fallback exists. Under delibera n. 582/2023 and the President's communication of 18 June 2025, buyers may still use the PCP web interface for direct awards below €5,000 (scheda AD5), for the "contratti esclusi" cases (P3_1, P3_2, P3_3) and for pure-traceability cases (P5), where using a PAD is impossible or difficult. The same communication switched off the web interface for in-house awards, for accession to framework agreements and conventions, and for repetition of similar services — those must go through a certified platform.

Because PCP publication is legal publicity, a mistake cannot be quietly edited. ANAC's answer is blunt: an incorrect datum is put right by publishing a rectification of the earlier act, through the ordinary machinery for correcting administrative acts.

What it costs you

Delibera n. 524 of 22 December 2025, in force from 1 January 2026, sets the bidder's contribution on the estimated value of the contract under article 14: nothing below €150,000, then €18, €33, €77, €90, €165, €220 and €560 as value rises through €300,000, €500,000, €800,000, €1m, €5m, €20m and above. You pay through ANAC's payments portal, you must demonstrate payment when you submit the offer, and failure to demonstrate it is a ground for exclusion. In a lot-divided procedure you pay for each lot you bid for, on that lot's value. There is no refund if the procedure is cancelled, or if no offers arrive.

What to do with it

Quote the CIG on every invoice and payment instrument under the contract; that is what traceability means in practice, and errors here create real problems at payment.

Use it for research. ANAC publishes a per-CIG dashboard at `https://dati.anticorruzione.it/superset/dashboard/dettaglio_cig/?cig=` followed by the code — the same link buyers are told to publish in their Amministrazione trasparente section. It shows the life cycle of that procedure: award, contract, subcontracts, execution events. Run it against your competitors' wins and against a buyer's past tenders before you decide how to price.

And treat the absence of a CIG as information. If a buyer is discussing an opportunity that has no CIG and no published procedure, the procedure has not started.
