Standard bidding documents — Bhutan

Bhutan’s standard bidding documents provide model structures for procurement responses and contracts, with different documents for goods, works and consultancy assignments.

Different documents for different purchases

The official e-GP library separates goods and works documents from requests for expressions of interest and proposals for consultants. It also provides specialised templates for requirements such as catering, vehicle hire and event management.

Template versus issued tender

A standard document is a starting structure. The pack issued for an actual competition contains the specific requirement, forms, dates and conditions. A supplier should use that issued pack and its amendments when preparing an offer, rather than upload an uncompleted generic template from the library.

Choosing the right reference

Check the document edition and procurement category. An expression of interest for consultancy is not the same as a complete technical and financial proposal. Follow the buyer’s instructions about the current stage, required evidence and submission method; do not infer qualification or a contract award merely from completing a standard form.
