Procurement Oversight Unit (POU) — Seychelles

National oversight office ensuring compliance with Seychelles' Public Procurement Act and Regulations while promoting transparency, competition, economy, efficiency, fairness and accountability.

Role and mandate

The Procurement Oversight Unit (POU) is tasked with ensuring compliance with the Public Procurement Act (2008) and the Public Procurement Regulations (2014). Its public FAQ states the unit promotes transparency, competition, economy, efficiency, fairness and accountability and the principle of best value for money in public procurement.

Relation to award authorities

POU’s materials list the bodies that approve awards — Head of Organization, Independent Procurement Committees and the National Tender Board — and publish thresholds on its FAQ that determine which authority must consider evaluation reports. The POU presents these approval authorities separately from its oversight role.

What suppliers should note

POU’s FAQ explains bidders may view bidding documents before purchase, that a non‑refundable fee may apply, and that the Instruction to Bidders and the Invitation to Tender identify submission rules and the procuring entity’s contact details.
