Plataforma de contractació del sector públic — Public Procurement Platform (Andorra)
National system designated in the Reglament to host and operate electronic publication and dissemination services for public procurement in Andorra (Article 49).
Function
The Plataforma de contractació del sector públic is the state-designated technical system that hosts electronic services for the publication, dissemination and electronic operation of public procurement procedures. The Reglament expressly develops the specifications for the operation and use of the services provided by the Plataforma (Article 49).
Distinction from the perfil del contractant
The perfil del contractant is a content channel or module accessible via the Plataforma where contracting authorities publish notices, acts and required documents. The Reglament treats access to the Plataforma and the diffusion and content obligations of the perfil in separate articles, distinguishing the technical host from the publication space (Articles 49–50).
Practical consequence for suppliers
Suppliers and economic operators should consult the Plataforma and the perfil within it for official procurement notices and the documents the Reglament requires to be published there. Contracting authorities are responsible for posting the official records; the Reglament specifies publication obligations but does not, in the cited articles, define vendor registration, selection or payment systems.
