MTender — national electronic procurement system (Moldova)
MTender (SIA RSAP) is Moldova’s state automated register and public procurement portal, combining a web portal and an open-data central unit for electronic procurement processes.
What MTender does
MTender is the Sistemul Informaţional Automatizat „Registrul de stat al achiziţiilor publice” (SIA RSAP). The system comprises a public web portal and a Central Data Unit (open data) and is designed to publish plans, announcements and procedural records for public procurement.
Relationship with accredited platforms
Private electronic platforms may be accredited to connect with MTender and provide front‑end tendering services. MTender remains the official state registry and publication environment; accredited platforms offer complementary user interfaces and help‑desk support.
Practical consequence for suppliers
Operators (operatori economici) register in SIA RSAP MTender to participate in electronic procedures and to submit offers. They can interact either via the public MTender portal or through an accredited connected platform; the system supports electronic signing and electronic auctions where provided.
