Government Logistics Department (GLD) — Hong Kong
Government Logistics Department (GLD): Hong Kong procurement authority acting as the Government's central procurement agent, arranging tenders, advising departments, and maintaining notification lists.
What it does
The Government Logistics Department (GLD) serves as the Government's procurement agent to purchase goods and related services for government departments. The Procurement Division (ProD) formulates tendering strategies, arranges tender exercises, provides advice on tendering procedures, maintains notification lists and conducts market research. GLD also lists procurement publications including a Guide to Procurement and Standard Terms and Conditions for Tenders/Contracts.
How it differs from procuring departments
GLD acts as a central purchasing agent coordinating procurement across departments rather than as the operational user of procured goods and services. Departments remain the eventual users; ProD’s role focuses on organising tender processes and supporting departmental procurement needs.
Practical consequence for a supplier
Suppliers frequently interact with GLD as the organising or contracting agent and should follow GLD’s published guides and notices. The Government announced that for procurement exercises invited from 1 June 2025 onwards it will adopt electronic-only payments and cease offering physical cheques; suppliers may receive payments by bank transfer or via the Faster Payment System (FPS) using HKID or an FPS identifier.
