Documento Base de Contratación (DBC), Bolivia

A standardized procurement document produced by the contracting entity from the Órgano Rector’s Modelo de DBC, the DBC sets technical requirements, evaluation methods and contractual conditions.

What it is

The Documento Base de Contratación (DBC) is the document the contracting entity prepares for each procurement using the Modelo de DBC issued by the Órgano Rector. It contains the technical specifications or terms of reference, the evaluation methodology, the administrative procedures and the contractual conditions that govern that specific process.

Relationship to the Modelo and annexes

The Modelo de DBC is a standard template approved by the Órgano Rector under the NB‑SABS; entities produce an instance of the DBC for each process. The DBC must incorporate Especificaciones Técnicas (ET) for goods/works/services or Términos de Referencia (TR) for consultancies and may include annexes such as the model contract and verification forms.

Practical consequences for suppliers

Suppliers must follow the forms, submission rules and evaluation criteria set out in the DBC. Proposal forms requested in the DBC constitute sworn declarations, guarantees are defined consistent with NB‑SABS provisions, and the DBC specifies presentation (including electronic submission when provided), opening, evaluation and adjudication rules.
