Central Public Procurement Board — Saint Lucia
Saint Lucia’s Central Public Procurement Board oversees major-value public procurement, including tender opening and evaluation recommendations. It replaced the former Central Tenders Board.
Role in the procurement system
The Department of Finance distinguishes Accounting Officers, Public Procurement Committees and the Central Public Procurement Board as authorities with procurement responsibilities. The Board is therefore not a general name for every committee involved in purchasing.
Evaluation and award
For major-value procurement, the Board receives and publicly opens tenders, selects qualified evaluators for a Tender Evaluation Committee and reviews that committee’s recommendations. Where it accepts the recommendations, it may approve the contract award. The evaluation committee’s recommendation and the Board’s approval are distinct steps.
Why suppliers should distinguish the bodies
Identify which authority handles the procurement instead of assuming every tender goes to the Board. The official framework assigns intermediate-value responsibilities to Public Procurement Committees. In either setting, a supplier should relate its response to the disclosed qualification and evaluation criteria rather than treat an evaluation recommendation as final contract approval.
