Read the market through the median, not the total. The practical opportunity is smaller, more repeatable and easier to qualify than the headline suggests. Demand is not controlled by one institution or one buying pattern.

Municipalities, hospitals, universities and state companies come to market with different estates, approval cycles and service expectations. That breadth matters because a supplier can build a defensible position without winning the largest notice. Map the organisations and categories where your capability fits repeatedly, then follow their procurement calendars.
