NZNew Zealand·Buyer: Northland Waters Limited

Water and Wastewater Assets Valuation

Open for bids·23 Oct 2026

Northland Waters Ltd (NWL) is in an establishment phase as it prepares to commence operations from 01 July 2027 as the multi-council owned, council-controlled organisation delivering drinking water and wastewater services to the Northland region. To support this establishment NWL is seeking proposals from suitably qualified and experienced infrastructure valuers for the delivery of an independent valuation of water supply and wastewater assets to be transferred from Far North District Council (FNDC), Whangarei District Council (WDC) and Kaipara District Council (KDC) to NWL. Services include development of a single valuation methodology across the shareholding councils, valuation of in-scope drinking water and wastewater assets, production of valued asset registers for each council, preparation of a consolidated valuation report, support for external auditor verification, based on the net asset value determined for each council. The valuation effective date is 30 June 2027, being the completion date for the Transfer Agreements immediately before NWL commences operations on Day 1, 1 July 2027. The valuation is a critical establishment input because NWL places particular importance on valuation integrity, service continuity, audit-defensible evidence, operational resilience and proactive management of delivery risks associated with this specialised establishment programme. The procurement has been designed to support value for money while ensuring the transferred asset base, opening equity position are reliable, transparent and capable of withstanding external audit and future regulatory scrutiny.
