Lower Thames Crossing is entering a critical phase of delivery. As the programme matures, it is timely to step back and review whether the culture experienced day to day is supporting the outcomes the organisation is trying to achieve. This work will provide a clear, evidence-based view of current culture, examined through three practical lenses: - Behaviours - Systems - Symbols The outcome will be a concise, prioritised set of actions to help focus effort on what will make the biggest difference next. The review will focus on: How work is actually done in practice What is being reinforced (intentionally or unintentionally) Where there is alignment or tension between intent and lived experience The review is diagnostic, not judgemental, and is designed to support learning and improvement.
