Baseline study on Kenya's Potential and Strategies for Energy Effeciency in the Maritime Sector

The purpose of the baseline study is to identify possible ways of enhancing energy efficiency in the Kenyan maritime sector and to identify the best-suited (most economical) energy efficiency improvements, considering Kenya’s unique maritime profile and operational conditions. It will provide a comprehensive assessment of Kenya’s current energy use and efficiency levels across its maritime sector, encompassing shipping, port operations, and auxiliary services. The study aims to identify the most viable, cost-effective, and context-specific energy efficiency measures suited to Kenya’s maritime profile, while highlighting opportunities for emissions reduction, operational optimization, and uptake of clean technologies. Additionally, the study is expected to guide policy reforms, infrastructure planning, and investment decisions by mapping institutional readiness and regulatory gaps. Kenya is developing a National Action Plan (NAP) to address greenhouse gas (GHG) emissions from its maritime sector. The plan will focus on promoting clean marine fuels, particularly those derived from Kenya's renewable energy resources including solar, wind and geothermal energy which account for over 90% of Kenya’s electricity generation. It will also address energy efficiency of ships, alternative fuel production and uptake, and port emission reduction activities. The development of the NAP is part of a broader effort to achieve the goals of the International Maritime Organization (IMO)'s 2023 GHG Strategy. This baseline study will to the extent possible feed into the development of Kenya’s NAP. The primary target group of the study are the Kenyan government, most notably the Kenya Maritime Authority (KMA), Kenya Ports Authority (KPA), State Department for Shipping and Maritime Affairs, Kenya National Shipping Line (KNSL) and the Ministry of Energy and Petroleum. In addition, the Danish Maritime Authority and the Royal Danish Embassy, Nairobi, as part of the implementation of the activities of the Strategic Sector Cooperation on Maritime Affairs, are stakeholders working closely with the target group.
