The Social Inclusion and Community Activation Programme 2024 – 2028 (SICAP) is the successor programme to the previous iteration of SICAP 2018 - 2023. SICAP 2024 – 2028 full Programme Requirements are undergoing finalisation by the Department of Rural and Community Development, with support from Pobal, which will be circulated when the new programme rolls out in 2024. SICAP is a social inclusion programme focussed on the most marginalised in Irish society. It aims to tackle poverty and social exclusion through community development approaches, local engagement, and partnership between disadvantaged individuals, community organisations and public sector agencies, and will operate across the Republic of Ireland. SICAP has two programme Goals, which are accompanied by core areas of work, objectives, outcomes, and thematic focus areas. While each Goal can be considered independently, it is important that the interdependencies that exist are identified and maximised, to create opportunities for disadvantaged communities that magnify the effectiveness of the programme as a whole.
