Cumberland Council ('the Council') is seeking to appoint a multidisciplinary consultancy team to undertake design for a LTN1/20 compliant cycling, walking and wheeling route in the northern part of Carlisle. The routes are identified within the Carlisle Local Cycling and Walking Infrastructure Plan (LCWIP). This document sets out the Councils priorities for the delivery of cycling and walking improvements at a local level over the period 2022-2037, with the aim of encouraging more people to make journeys on foot or by bike. The Council has developed high level concept designs for the route from California Road to Etterby Lea Road, where the route meets National Cycle Network Route 7. The Council now requires support to review (and amend or further develop where applicable) the high level concept designs and develop them to a preliminary level of design (RIBA Stage 3 or equivalent), and also produce costings. In addition, we require optioneering for the Etterby Street/Etterby Lea Road junction and connection through to NCN7 Route towards the city centre. This will produce concept design(s) for client review, then development of a preferred option up to preliminary design stage.
