Evaluation of the NCEA Programme (2026-2029)

The evaluation will deliver an objective and methodologically rigorous assessment of the NCEA programme. It is vital that the supplier ensure comparability with findings and methods from previous evaluation phases (Phases 1 and 2), while updating the framework and reviewing evaluation questions, to reflect the current stage in the programme's life-cycle and the updated 2026/27-2028/29 NCEA business case.
