The council is seeking a competent supplier to undertake an urgent peer review of a draft Outline Business Case for a flood risk management project in Luton town centre - Open Lea 2. The scheme consists of 3-4 lengths of de-culverting with creation of new pocket parks around the open stretches, repairs to culvert that need to remain in place between the Leaside hotel and Power Court, retrofit of sustainable drainage elements alongside the overland flowpaths affecting the town centre from the north, east and south. The supplier will be expected to engage with the EA to fully appreciate their comments, in particular in relation to hydraulic modelling, and the Lead Local Flood Authority at the council, as they led the development of the OBC and related evidence base. The supplier will be expected to undertake, in an expedient manner, a peer review and update of the OBC and appendices (to the extent that is necessary) to enable submission under the current Flood and Coastal Erosion Risk Management Funding Policy.
