MFAT anticipates procuring Technical Advisor(s) with expertise in renewable and geothermal energy to support the delivery of New Zealand International Development Cooperation-funded global energy activities. The supplier(s) will provide technical advice, international development expertise, and stakeholder engagement support to help inform renewable energy investments and initiatives across Indonesia, Africa, and the Caribbean. This support will ensure activities are strategically targeted, responsive to partner-country needs, and contribute to increased access to sustainable renewable energy solutions. Services will include technical advice and support across MFAT’s existing renewable energy activities. This procurement represents a continuation of the current technical advisory services model rather than the introduction of a new approach. The estimated whole-of-life value is up to NZD $800,000 across all contracts. This procurement may result in up to three separate contracts. MFAT intends to use a single-stage Request for Proposal (RFP) with pre-conditions. To be eligible, respondents will need to demonstrate: • Relevant renewable energy and geothermal advisory experience • Relevant international development experience • No unmanaged conflicts of interest The evaluation methodology will be detailed in the RFP and is expected to involve a two-stage process. Eligible written proposals will be assessed against the evaluation criteria to determine a shortlist. Shortlisted respondents may then be invited to participate in an interview or clarification session before a final evaluation outcome is determined. Respondents (or consortium leads) must demonstrate the capability, experience, and expertise required to successfully deliver the intended outcomes. Further details on scope, requirements, and evaluation criteria will be provided in the RFP. This is an advance notice only and is not a tender process. MFAT expects to release the RFP in mid-to-late November 2026, with services anticipated to commence in early 2027. Recognising the Christmas and New Year period, the RFP will remain open into the new year to provide respondents sufficient time to prepare submissions. Interested suppliers should subscribe to this notice on GETS. An online supplier briefing is expected following release of the RFP.
