8659 - Condition Assessment of IE Rolling Stock

Iarnród Éireann (IÉ) has a requirement to undertake a detailed review of I.E. rolling stock to establish the condition of the fleet with regards to its age and position in the maintenance cycle. IÉ Core Requirements: 1. The supplier will undertake a detailed review of I.E. rolling stock to establish the condition of the fleet with regards to its age and position in the maintenance cycle. 2. The supplier will review the fleet’s condition against the current maintenance programme and best practice. 3. The supplier will conduct a document review of the maintenance, repair and change history, regarding each fleet type. 4. The supplier will propose the exact methodology for the process and the evaluation. It is proposed two fleets should be reviewed each year over a five-year period allowing for all to be done by year 5. 5. It is proposed that a minimum of 4 trainsets per fleet will be thoroughly inspected by the supplier to support conclusions. 6. The supplier will provide a detailed Risk Assessment to support the future operations of the fleets with reference as required to IE Risk Assessment processes (RU-SMS-006 and CME-SMS-006) and the EU Common Safety Method for Risk Assessment and Evaluation. 7. The supplier will provide an assessment on the number and type of service-affecting failures per year, and trend analysis. 8. The supplier will make recommendations regarding fleet equipment obsolescence. 9. The supplier will make recommendation for desirable works or maintenance changes to enable of the fleets to achieve the best safety, reliability, and performance possible.
