HSE is looking to adopt an "Internet as a Network" (IaaN) based architecture for all services (including data centre to cloud links) and offices incorporating NCSC-advised zero trust principles. This entails the removal of the existing hub-spoke infrastructure from all offices and the installation of internet connections of various sizes. HSE colleagues already use the internet as their primary network to access HSE services whilst working from home and from Government hub locations and therefore the assumption is they would similarly use the internet to access all services from HSE offices. The majority of HSE's key services (Telephony, Video Conferencing, Printing , Office 365 etc.) have migrated to become cloud-based services, hence the hub-spoke architecture is no longer considered suitable. There are currently a small number of key business applications that reside on-premise, but these will eventually migrate to the Cloud, as HSE increasingly moves to internet / cloud-based services. This shall mean that the WAN will, equally, become increasingly critical to HSE's performance. HSE's replacement IaaN infrastructure will be required to support access to all of HSE's key services for both cloud and the remaining on-premises services. The Service Provider will provide a complete 'Internet as a Network' (IaaN) service, this includes the design, supply, installation / implementation / transition, maintenance, technical architecture, service functionality / design, security management and ongoing service management.
