Construction work on the project “New building at 3/5 Atmodas Boulevard, Liepaja (in a security crisis)"

ETK offentliggør nærværende Notification of Intent for nedenstående NATO-finansierede projekt på vegne af Letland. 1.1. This document is the official announcement of the National Competitive Bidding Plus (NCB+) (hereinafter - Bidding procedure) for the project: “Construction work on the project “New building at 3/5 Atmodas Boulevard, Liepaja (in a security crisis)" (hereinafter - Project) No.VAMOIC 2026/98, that will be implemented in Latvia. 1.2. The organizer of the Bidding procedure is a subordinate institution of the Ministry of Defence of Republic of Latvia – The State Centre for Defence Military Sites and Procurement (hereinafter - Centre). 1.3. With this notification the Centre would like to ensure that eligible Bidders from any NATO member nation are informed and invited to participate in the Bidding procedure. 1.4. National authorities are requested to timely inform potential bidders from their respective countries and submit the appropriate Declaration of Eligibility of the interested Bidders as per NATO AC/4-D(2025)0008 from national delegations to Latvian Delegation at NATO Delegation.NATO@mfa.gov.lv not later than defined in para. 1.7.below. 1.5. The Bidding procedure will be conducted in single phase – the deadline for qualification documentation and offer submission is September 14th , 2026 till 14.00 in the Secretariat of Centre, Ernestines street 34, Riga, LV-1083, Latvia. The bids received by post or submitted after the deadline shall not be opened and shall be returned unopened to the bidder. 1.6. NCB+ procedure is carried out according to Law on Procurements in the Field of Defence and Security. 1.7. The right to conclude the contract will be awarded to the bidder who has submitted an offer meeting the requirements of the call for the Bidding procedure with the lowest price. 1.8. The bid documentation and contract will be in Latvian. Translation of documents, certificates, etc., into Latvian must be provided for documents originally issued in foreign languages. All communication in Bidding procedure are in Latvian. 2. PROJECT SUMMARY DESCRIPTION Object address - Atmodas boulevard 3/5, Liepaja. Total construction area – 1932 m², total area of buildings – 10910.3 m². Construction density – 5.64%. Free green area – 79.77%.
