This commission is required to provide specialist technical support to Active Travel England (ATE) during periods of high demand, ensuring that walking, wheeling and cycling schemes across England are independently reviewed, inspected and assured against national design and accessibility standards before public funding is committed or schemes are delivered. The work will cover the review of hundreds of transport schemes, major planning applications and local development plans, helping to identify design issues early, improve public safety, accessibility and value for money, and reduce the risk of poorly designed infrastructure requiring costly remediation after construction. The support will also strengthen ATE's ability to influence new developments and transport projects, ensuring they provide safe and inclusive facilities for all users while meeting statutory responsibilities and maintaining delivery of key government objectives. Given the scale of the programme, the volume of schemes requiring assessment and the need for specialist expertise across design, planning and assurance disciplines, timely implementation is critical to avoid delays to project approvals, funding decisions and the successful delivery of active travel infrastructure over the next three years.
