In summary, the Services comprise: 1)Assessment of recast Energy Efficiency Directive 2023/1791 (EED 2023) and implications of new requirements on current relevant policy measures (Energy Efficiency Obligation Scheme (EEOS) and alternative measures), 2) Gap analysis of all current policy measures against the new increased energy savings target, 3) Review of all current alternative measures, in terms of eligibility, energy savings, assumptions, methodologies etc., 4) Assessment of potential new alternative measures and estimated savings contribution, 5) Review of current measurement and reporting approach for Article 8, 6) Analysis to support performance and policy reviews of the current EEOS, and 7) Impact assessment and options analysis to support any potential policy changes to the EEOS.
