Description
SaaS-Based Learning Management System (LMS) HAUS Finnish Institute of Public Management is procuring a SaaS-based learning management system (LMS) to serve the skills development needs of Finnish government organizations. We are looking for a qualified supplier to provide, implement, and continuously develop a scalable, secure, and user-friendly LMS as a SaaS solution, in line with public sector requirements and EU regulations. The aim is to deliver a modern digital learning environment that supports decentralized content creation, cross-organizational collaboration, and meets diverse organizational needs. The new LMS will replace or upgrade the current Moodle-based environment, which serves around 70,000 users and 1,600 active courses across up to 180 government organizations. The new solution must support multi-tenancy, role-based user management, reporting, and integrations, and include a well-planned implementation and migration phase. The procurement emphasizes long-term partnership, ongoing development, and alignment with a broader learning ecosystem. The Supplier is expected to deliver: - A scalable, multi-tenant LMS platform as a SaaS solution - Technical implementation and onboarding support - Support for content and user data migration - Ongoing system maintenance and updates - Administrator support - Integration capabilities with key government systems (e.g. authentication, HR, reporting) - Continuous development and expert services in collaboration with HAUS Optional capabilities include providing dedicated training environments for user organizations' external stakeholders (e.g. subcontractors, partners) and end-user support.
