MARKET SURVEY: Market dialogue with the supplier market prior to the procurement of the Superbus fleet Tampereen Kaupunkiliikenne Ltd. is preparing the procurement of high-capacity electric articulated buses, i.e. Superbuses, for the local bus operations in Tampere. Commercial passenger traffic in the concept of Superbuses is estimated to begin in August 2028. The procurement aims to find the most economically advantageous solution for Tampereen Kaupunkiliikenne Ltd’s operations. The weights of procurement in terms of price and quality as well as the quality criteria of the procurement are specified during the procurement process. The procurement emphasizes the cost-effectiveness of the articulated buses over the fleet’s lifecycle, the traveling experience, suitability for the City of Tampere’s concept of super buses, operating objectives, maintainability, and high utilization rate. It is essential to manage risks related to the availability of the fleet of articulated buses throughout the fleet’s planned life cycle. Tampereen Kaupunkiliikenne Ltd. invites bus suppliers to participate in a market dialogue during March-April 2026. During the market dialogue, Tampereen Kaupunkiliikenne Ltd. will request suppliers’ comments on the preliminary technical and functional specifications of the buses, as well as on the description of maintenance services.This notice is an invitation to a market dialogue that does not bind either the Client (Tampereen Kaupunkiliikenne Ltd.) or the participant. The purpose of the market dialogue is to gather information on procurement methods, suppliers and technical solutions that are available on the market for the implementation of the actual procurement. This is not a call for tenders. Participation in the market dialogue does not oblige the participants to submit a tender later in the tendering process, and non-participation does not constitute an obstacle to participating in the tendering process at a later date. The information provided by the client in the market dialogue may be subject to changes before the tendering process is launched. Therefore, the issues discussed and the results obtained in the market dialogue are not binding on the contracting entity in the later stages of the procurement. The oral and written responses of the participating tenderers will be treated as confidential and the information obtained will not be used for any purpose other than the preparation of the superbus tendering. Materials for the Market Dialogue are available to participants. The download link for the materials will be sent to the contact person provided by the participant. The materials are shared confidentially and may not be used for any purpose other than participation in the market dialogue. Participants will receive instructions for commenting on the market dialogue materials at the same time as the download link is sent to the contact person. The market dialogue will be carried out through bilateral discussions between the participants and Tampere City Transport Ltd. The duration of one discussion event is approximately 60 minutes and the events will be held remotely via Teams on Thu 16.4.2026, Fri 17.4.2026, Thu 23.4.2026 and Fri 24.4.2026.Possible timeslots for Teams meetings on these days: 9.00-10.00, 10.00-11.00, 12.00-13.00, 13.00-14.00, 14.00-15.00 and 15.00-16.00. The participation link will be sent to the contact person provided by the participant, who may share the link within their organization to those attending the session. The participant may indicate suitable times for the bilateral meeting when registering for the market dialogue. The Client will confirm the meeting time separately by email. During the meeting, the participant may ask the Client clarifying questions about the market dialogue materials and present suggestions and observations regarding the materials and their own product to the Client. Tampere Region Public Transport Nysse co-operates in the planning of superbus services with Tampereen Kaupunkiliikenne Ltd, an in-house unit of the City of Tampere, which operates part of the future superbus services. For this reason, a representative of Nysse will also participate in the discussion events. The Client (Tampereen Kaupunkiliikenne Ltd.) is responsible for creating the participation link for the Teams remote meeting. The participant is responsible for planning the agenda for the bilateral meeting and facilitating the meeting as they wish. More detailed instructions for conducting bilateral meetings will be provided separately to participants after booking the meeting. The participation link will be sent to the contact person provided by the participant, who may share the link within their organization to those attending the session. Participants are requested to submit written comments on the market dialogue materials no later than Wednesday, April 15, 2026 at 12.00 Finnish time. Instructions for submitting written comments will be provided to the contact person designated by the participant. If necessary, the Client can continue the market dialogue with the participants after the Teams meetings by requesting written supplementary answers from the participants.,
