The scheme aims to support economic growth, create a strong leisure and evening economy, and align with the Council's strategic objectives for housing and city centre revitalisation. The programme is being delivered in partnership with Capital & Centric under a Pre-Development Agreement (PDA), via the Pagabo Developer Led Framework.
