Catapult Accelerator Program and Event Experience Creation The Digital Investment Facility (DIF) is a European technical assistance initiative supporting green and secure digital infrastructure across Africa. In partnership with the EU Commission, GIZ, and HAUS, DIF works to improve the bankability of projects such as data centres, IXPs, and digital backbone infrastructure. This procurement supports Result 3.1.1 of the DIF Results Framework (“Capacity building for DIF key stakeholders”) and aims to strengthen DIF’s presence at AfricaCom 2025 in Cape Town (11–13 November 2025) and at a second major industry event in Q2 2026. The selected service provider will design and deliver all activities described below in close collaboration with the DIF team. The objective is to deliver an integrated event experience during AfricaCom • A high-level roundtable on Day 0 of the events • A Catapult Accelerator pitch session for selected projects under DIF technical assistance. HAUS Finnish Institute of Public Management Ltd (“the Client”) is seeking an esteemed service provider with wide experience and proven expertise in catapult type of accelerator programs in Africa to carry out the accelerator program. Excellent networks in African digital infrastructure domain is a prerequisite for successful execution of the service provision.
