Goulds Road Improvement – Consultancy Works

Selwyn District Council is seeking proposals from suitably qualified and experienced multi-disciplinary consultancy teams to deliver investigation, design, consenting, procurement support, and construction monitoring services for the Goulds Road Improvement Project at Foster Park, Rolleston. The project forms part of Council's ongoing investment in Foster Park, one of the district's premier sport and recreation facilities. The primary objective of the project is to improve parking provision and access within and around Foster Park through the development of additional parking areas, improvements to the Goulds Road corridor, and associated infrastructure works. The project will involve transport and parking design, water race investigations and modifications, stormwater design, ecological and arboricultural assessments, landscape design, and resource and building consenting where required. Council has identified several potential areas for parking development and seeks a consultancy team capable of delivering an integrated, practical, and cost-effective solution that balances transport functionality, environmental considerations, recreational outcomes, and long-term operational requirements. The successful consultant will lead and coordinate all required specialist disciplines, undertake concept, developed and detailed design, support procurement activities, and provide construction phase services through to project close-out. The anticipated contract commencement is December 2026.
