Brussels rewrites the procurement rulebook, and Latvia freezes IT buying

Four signals from the weekend: the Commission presents its proposal for a new EU Public Procurement Act, Latvia’s ICT procurement moratorium is being called paralysis, Vilnius nears signature on its biggest public transport contracts, and Poland makes e-delivery mandatory for companies from 1 October.

In this episode

  1. The Commission presents its proposal for a new EU Public Procurement Act

The first full rewrite of the EU rules in more than a decade. Business associations are reading it, law firms are listing the key changes, and one procurement scholar already calls the approach one that “won’t do”. Every national procurement law follows from this text.

  2. Latvia’s ICT procurement moratorium is being called paralysis

The industry compares the government’s freeze on information and communication technology procurement to paralysis and hopes for more order, not less spending. Freezes like this usually end with a backlog released all at once.

  3. Vilnius nears signature on its biggest public transport contracts

After months in the courts, the largest passenger transport tender the city has run is approaching contract signature. Vehicles, depots, ticketing and maintenance follow the main contract.

  4. Poland makes e-delivery mandatory for companies from 1 October

From 1 October 2026 e-Doręczenia, the national electronic delivery system, becomes mandatory for companies. Official correspondence with public bodies moves to the registered electronic address, bids included.
